Defence Estates has appointed leading business and IT services company Logica to deliver a system that will show detailed energy consumption data at major Defence sites across the UK. The announcement marks a significant step towards reducing MOD carbon emissions.
The system, based on Logica’s SIRA sustainability reporting tool, will capture real-time data from the large number of energy smart meters currently being installed in buildings across Defence sites. It will ultimately be used to highlight individual sites and buildings in which patterns of energy consumption are shown to be either irregular or excessive, and enable comparisons to be made between sites and buildings to identify good practice.
The system could also potentially be used to monitor the success of some of the various spend-to-save energy measures – which include lighting controls, improved insulation, biomass boilers and ground source heat pumps – that are currently being installed across the Defence estate.

The provision of automated energy data will help us to act on excessive consumption, and ultimately to reduce spending on energy bills.”

Logica and Defence Estates will now work together to install the system, which will link into the gas and electricity smart meters being installed across the Defence estate. The system is planned to be operational by April 2010, supporting a central Programme Office for Energy. It will be extended to provide data on oil and liquid petroleum gas consumption in due course.
Under cross-government measures, the MOD has set targets to reduce its carbon emissions by 12.5% by 2012 and 30% by 2020, relative to 1999/2000 levels.

On 1 April 2005 it was re-launched with responsibility for managing the defence estate as a corporate asset on behalf of the MOD, and for the delivery of estate maintenance, works and services. Its key responsibilities include managing the MOD-wide reduction in carbon emissions against the Sustainable Operations on the Government Estate (SOGE) targets by 12.5% by 2012 and 30% by 2020, relative to 1999/2000 levels.
