New business management system for Wiltshire Council

Overview
Focusing on communities to deliver services is an important focus for UK Local Government. Wiltshire County Council proposed to merge with four other district Councils to be a single council for Wiltshire to provide better, more effective and cheaper local government for the citizens of Wiltshire. On April 1 2009 the new Wiltshire Council emerged delivering better services at a lower cost.

What they needed
As a Unitary Council, Wiltshire Council delivers for their communities:

  • high quality, low cost, customer-focused services;
  • local, open, transparent decision-making;
  • working together to support Wiltshire’s communities, building social capital.

In order to deliver these aspirations, it became abundantly clear that simply creating the new organisation was not enough. A whole new methodology for managing the activities and employees of the organisation had to be developed to ensure that the administration of the new council would meet the aspirations of the new council and its citizens.

The Challenge
The obstacles that faced the programme were many and varied. Although the elected members and executive were supportive of the programme from the earliest point, the move to the new organisation would mean that many of those elected members might lose their seats to be replaced by new members who might be less supportive.

Our Answer
Fortnightly programme boards and an open door approach ensured that obstacles in terms of resourcing, resistance and control were dealt with. Between Logica and Wiltshire, a working environment was agreed that a finite budget was available for both Logica services and Council resources. By close partnership working the budget was managed effectively.

The support from the executive team did not eliminate the problems that arose but through direct discussion issues were addressed and resolved ensuring the programme was delivered to time and to budget along with realising the expected benefits from day one.

A Success story
This programme has achieved its benefits target for the current year and is expected to exceed these. Benefits for future years are secured by robust realisation plans and profiles which identify the activities that will deliver those benefits.

One of the greatest successes of this programme has been to develop a confidence within the council that it can successfully undertake these large-scale programmes again in the future. This new-found confidence allows the council to move up the maturity scale and continue to undertake the kind of innovative and rewarding programme in the future.
