Kieku: State Treasury's IT programme
Finland’s State Treasury is the central government’s very own corporate services resource. With 550 employees, this government agency takes care of financial, personnel administration and IT services for the central government.
Kieku aims to standardise procedures, processes, roles and data structures of government financial and HR operations. It also involves the implementation and deployment of a new system to support these aims.
The Need
The shared system will be introduced throughout the central government between 2011 and 2015.
The State Treasury required a system that would
- Serve offices whose employees have a fixed monthly salary and working hours as well as offices whose employees have period-based work and
- Address time and skills management differences between offices
The Challenge
The State Treasury had to bring in structural and functional measures, to handle the drop in employee strength. To make sure the productivity of core functions like IT, finance, HR administration and procurement improves. More importantly, to keep employees happy at the workplace.
Our Answer
We defined shared processes, completed and audited roles and data structures in August 2009. The implementation, system testing and combined system testing are currently well under way. Our solution for Kieku uses a combination of SAP technology and locally developed Logica solutions.
Kieku was implemented at the State Treasury on 1 January 2011 and at the Academy of Finland on 1 April 2011.
We will continue to implement the shared IT programme, one administrative branch after another- Border Guard will start with Kieku in the year 2012.
By 2015, 70 public offices will be able to enjoy the advantages
of the shared IT program. By that time, around 70,000 government employees will have access to the
shared system. And 3000 of them will be key Kieku users.
