New information management system for local UK council

"SAP Strategy Manager (SSM) allows you to combine and review your financial, HR and business indicators, so you can see how an increase or decrease in resources can affect a strategic goal".

The Challenge
Local councils work hard to provide the best possible services for their communities, and they have to do this with declining resources. They also have to manage a massive increase in the volume of information about their business activities. Understanding and monitoring this information is essential to inform any decisions about the allocation of resources.

Our Answer
The new information management system allows the authority to:

  • Visualise its overall direction through strategy maps linking three goals and seven ambitions
  • Manage 198 national indicators with views across local agreements, corporate plans and directorates
  • Monitor 398 key performance indicators across four directorates
  • Manage 20 corporate and 360 departmental risks
  • Oversee area action plans
  • Produce timely, accurate finance, HR, payroll and procurement reports
  • Analyse data fast through our local government framework business intelligence cube
  • Access both transactional processing and SS M with a single sign-on

A Success story
The authority has been able to close down its legacy performance reporting system and switch completely to the new SSM system. We trained 189 users to understand and operate the new processes and transferred knowledge into the council’s competency centre, so that they can add to or modify the performance model themselves.

Importantly, managers have a single, high-level view of business information to improve decisionmaking. Every staff member can see how their contribution, measured by performance indicators, lines up with the authority’s strategic goals and ambitions. Ultimately, the council can make better business decisions about where and how best to use its resources.

We were the first to take SSM into local government – an example of innovation in which we have adapted an existing system in one market sector and re-packaged it for another, bringing with it business benefits that were not available to it before.
