New Ofcom ICT services contract to deliver significant savings

Ofcom has appointed Logica as its partner for a new Information, Communications and Technology (ICT) outsourcing contract that will deliver savings of more than a million pounds a year.

The refresh and simplification of Ofcom’s existing ICT infrastructure will bring technical improvements that will increase resilience, drive environmental sustainability and lower its operational costs over a five year period.

The new service is expected to reduce Ofcom’s ICT carbon footprint by 60% over the duration of the contract, which will be achieved by cutting the number of data centres and servers it uses in half.

Ofcom’s Director of Information Systems, David Wills said: “ICT within Ofcom is critical to the delivery of services to the UK communications market. This includes support of licensing and technical assignment of spectrum worth over £200m and support for 300k+ contacts a year from citizens, consumers and stakeholders. Our goal was to deliver better and more cost effective ICT across the organisation. The end result will deliver on both counts.”

The new contract will deliver the following service improvements:

  • Same day onsite response for regional and national offices
  • Greater technical capacity and depth of knowledge
  • Streamlined management and technical support structures
  • Improved service desk management and reporting tools
  • Self-service tools for work ordering, tracking and support
  • Year on year cost savings over the contract term
  • Adherence to best practice standards for service delivery (ITILv3), Quality Assurance (ISO 9001:2000), and Security (ISO 27001)

The following technical improvements will also be delivered:

  • Infrastructure refresh to replace end of life equipment, realise carbon and rationalisation targets, increase resilience, mitigate transition risk and provide cost certainty over the contract term
  • Improved data centres resilience
  • Simplified telecommunications with increased bandwidth
  • Upgrade to email and file & print services replace end of life software

The contract is for an initial four year period with a possible one year extension, representing a Net Present Value (NPV) positive outcome of £10m over the 5-year term. Ofcom forecasts an annual saving of £1.5m, representing an £7.5m saving over the 5-year contract term through to 2016.
