French Survey 2011
All the surveys carried out by Ipsos since 2007 show that every year the population is increasingly concerned about the
environment. This evolution in public opinion is also confirmed in 2011: environmental concerns and ecology awareness
are now very widespread in French society. For example, despite strong disagreements in the scientific community on global
warming and the “climate gate” scandal, a recent survey carried out by Ipsos - Logica Business Consulting for Le Monde and
La Recherche and presented on June 16 to the Collège de France showed that 86% of French people are today convinced
that humans have a significant impact on global warming. It is certainly the case that scepticism exists about the reality of
the impact of human activity on global warming, but it is today very much a minority opinion.
At the same time, since the failure of the Copenhagen Conference, the French are much less persuaded than they were
previously about the effectiveness of global decision-making in the area of environmental protection. Their expectations
are becoming increasingly localized and the French seem increasingly convinced that effective action can only result from
decision-making at national, regional or local level. In this context, Ipsos and Logica Business Consulting have carried out a
large survey on the following targets:
- 1000 representatives of the population living in municipal areas of over 20,000 people;
- 200 local councils with populations over 20,000 (metropolitan councils, town councils, joint district councils)
- 10 local councils where projects are in progress
What is the reality and the level of expectation of French citizens?
What areas do they consider to be priorities?
What is their assessment of the level of local investment in these areas?
For the local councils, what is their current level of real investment in specific actions in the area of sustainability? Do they
believe they are ahead or behind in progress in this area?
Do they believe that this type of initiative is a mere fashion or will it require development in the future?
What level of investment do they foresee in this type of action in the future?
What difficulties are they facing?
These are the questions to which the survey sought to provide answers.
